considering that the following use cases outside of consumer electronics are prohibited: 1. Regulated Telephony Products or Services 2. Web Applications 3. Server Based Products 4. Hardware for Enterprises; 5. Mobile Applications 6. Tablet Applications 7. Products that compete with Skype's Paid Features" ...you would think that Microsoft would want to support their platform developers in some way.

Microsoft's purchase of Skype is not yet complete because it's still awaiting European regulatory approval. Skype is therefore remains in 2011 BM (Before Microsoft) and things will probably start to change in 2012 AM.
Some information here may give some additional insight, although not into specifics for platform developers.
